Permits the State Controller to require an indemnity bond as a condition for issuing a replacement warrant, with the bond protecting the state against any losses or claims resulting from the original lost warrant.

Mandates that the State Controller notify the State Treasurer when issuing any duplicate replacement warrant.

Requires agencies to send a duplicate or photocopy of the loss certification affidavit to the State Treasurer in addition to submitting it to the State Controller.
