Appropriates $564,958,700 for fiscal year 2018 (July 1, 2017 through June 30, 2018) to four public universities and systemwide programs, broken down as: Boise State University $194,753,300; Idaho State University $151,697,700; University of Idaho $177,985,500; Lewis-Clark State College $35,456,400; and Systemwide Programs $5,065,800.

Reappropriates unexpended and unencumbered balances from fiscal year 2017 dedicated funds for nonrecurring expenditures during fiscal year 2018.

Designates up to $902,600 of systemwide funds for the Office of the State Board of Education to support projects promoting accountability and information transfer across four-year institutions, and approximately $1,960,500 for the Higher Education Research Council including infrastructure awards, matching grants, and Idaho Incubation Fund program grants.

Requires the State Board of Education President to report to the Joint Finance-Appropriations Committee and education committees by February 1, 2018 on the implementation and effectiveness of Complete College Idaho initiative funding from fiscal years 2015-2017, measuring outcomes in course completion, degree attainment, and job placement.

Exempts the State Board of Education and Board of Regents from Idaho Code Section 67-3511 restrictions, allowing unlimited transfers between object codes and programs for all appropriated moneys, except transfers between funds require express legislative approval.
