Appropriates $71,656,300 to the Supreme Court for the period July 1, 2017, through June 30, 2018, distributed across multiple court divisions and funding sources including the General Fund, various specialized court funds, and federal grants.

Exempts the Supreme Court from transfer limitations under Idaho Code Section 67-3511(1), (2) and (3) for fiscal year 2018, allowing unlimited transfers between object codes and programs, except that legislative appropriations cannot be transferred between different funds without express legislative approval.

Directs that uncommitted retirement contribution amounts appropriated from the General Fund for the Judges' Retirement Fund shall be transferred monthly into operating expenditures and paid to the Judges' Retirement Fund, with savings occurring when positions are filled by justices or judges with 20 or more years of service who are exempt from retirement contributions.
