Appropriates $114,110,000 to the Department of Health and Welfare for the Public Health Services Division for fiscal year 2018 (July 1, 2017 through June 30, 2018) across four programs: Physical Health Services ($96,435,700), Emergency Medical Services ($11,776,600), Laboratory Services ($4,832,000), and Suicide Prevention and Awareness ($1,065,700).

Authorizes maximum full-time equivalent positions of 148.85 for Physical Health Services, 42.84 for Emergency Medical Services, 39.00 for Laboratory Services, and 4.00 for Suicide Prevention and Awareness, with authority to transfer positions between programs.

Prohibits transfer of funds budgeted for trustee and benefit payments to other expense classes during fiscal year 2018 and requires any unexpended TRICARE vaccine appropriations to be reverted to the General Fund.

Requires the Department of Health and Welfare to submit an annual report on accreditation status to the Legislative Services Office and Division of Financial Management by December 31, 2017.

Appropriates an additional $1,070,300 for the Physical Health Services Program for fiscal year 2017 and declares an emergency to make these provisions immediately effective.
