Appropriates $67,899,900 to the Department of Environmental Quality for the fiscal year July 1, 2017 through June 30, 2018, distributed across administration, air quality, water quality, Coeur d'Alene Basin Commission, waste management, and Idaho National Laboratory oversight programs.

Limits the Department of Environmental Quality to a maximum of 382 full-time equivalent positions during the fiscal year, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Transfers $1,500,000 from the Water Pollution Control Fund to the Environmental Remediation Basin Fund through monthly installments, with the department required to file annual reports on remediation progress and expenditures to the Governor, Legislature, and Coeur d'Alene Basin Environmental Improvement Project Commission.

Designates $500,000 of General Fund moneys for a statewide grant program supporting agricultural Best Management Practices implementation in high-priority watersheds to improve water quality and meet Total Maximum Daily Loads objectives.

Authorizes use of Hazardous Waste Emergency Fund moneys for one-time costs of developing the Idaho Pollutant Discharge Elimination System, notwithstanding existing Idaho Code provisions.
