Repeals Chapter 21, Title 34, Idaho Code and enacts a new "Election Contests Act" to simplify and clarify laws governing election contests for legislative seats and executive department officers.

Establishes jurisdiction for legislative election contests in the Idaho Senate or House (depending on which chamber's seat is contested) and for executive office contests in a joint meeting of the legislature.

Requires contestors to file notice of election contest within 20 days after the election, identify grounds for contest, anticipate discovery, and post a $1,000 bond; notice cannot be amended after the 20-day deadline.

Sets grounds for contesting elections including misconduct or fraud by election judges, candidate ineligibility, felony convictions, bribery, illegal vote receipt or legal vote rejection, and canvassing errors sufficient to change the result.

Establishes separate procedures for primary election contests filed in district court within 5 days of canvass completion, with appeals to the supreme court within 10 days; amends election offense penalties to clarify willful violation language.
