Appropriates $71,425,700 from the Permanent Building Fund to the Department of Administration's Division of Public Works for capital outlay from July 1, 2017 through June 30, 2018.

Allocates $16,127,600 for maintenance projects including alteration and repair ($13,911,100), asbestos abatement ($200,000), Americans with Disabilities Act compliance ($800,000), and Capitol Mall maintenance ($1,216,500).

Allocates $55,298,100 for capital projects including the Psychiatric Hospital Transformation ($10,296,200), Boise State University Center for Materials Science ($10,000,000), Idaho State University Gale Life Sciences Building Remodel ($10,000,000), University of Idaho WWAMI Building Remodel ($2,400,000), Lewis-Clark State College Career-Technical Education Building ($10,000,000), and University of Idaho Center for Agriculture, Food and the Environment ($10,000,000).

Directs the State Controller to transfer $45,296,200 from the General Fund to the Permanent Building Fund on July 1, 2017.

Permits the Division of Public Works to reallocate project savings with Permanent Building Fund Advisory Council approval and conditions $20,000,000 in appropriations for Lewis-Clark State College and University of Idaho projects upon securing pledges for institution cost-sharing verified by signed attestation letters from institution presidents.
