Authorizes the State Board of Education to enter into agreements with the Idaho State Building Authority to finance construction of the Idaho Cybercore Integration Center and Idaho Collaborative Computing Center in Idaho Falls, Idaho.

Sets total bond par amount not to exceed $90 million for both facilities combined.

Designates the facilities for use by the Idaho National Laboratory, University of Idaho, Boise State University, Idaho State University, Lewis-Clark State College, College of Southern Idaho, College of Western Idaho, North Idaho College, Eastern Idaho Technical College, other public agencies, and private companies.

Requires the State Board of Education and State Building Authority to report final lease terms and financial details to the Joint Finance-Appropriations Committee, Senate Education Committee, and House Education Committee.

Constitutes authorization required by Section 67-6410, Idaho Code, for the State Board of Education to enter into facility financing agreements with the State Building Authority.
