Authorizes the Legislative Council to appoint a two-year committee to study natural resource issues in Idaho, including water distribution system stabilization, aquifer status, and wildlife concerns.

Committee shall consist of 10 legislators: 5 from the Senate and 5 from the House of Representatives, with authority to appoint ad hoc legislative members.

Committee cochairmen are authorized to appoint technical advisors in water supply and receive input from water rights stakeholders to stabilize Idaho's water delivery system.

Non-legislative advisors shall not receive reimbursement from legislative funds for per diem, mileage, or other expenses and shall not have voting privileges on committee recommendations.

Committee must submit a progress report to the Second Regular Session of the Sixty-fourth Idaho Legislature and a final report with findings and recommendations to the First Regular Session of the Sixty-fifth Idaho Legislature.
