Establishes Joint Rule 22 to govern procedures for contests of election for executive offices, to be read in conjunction with Chapter 21, Title 34, Idaho Code.

Requires all evidence and legal arguments from contestee and contestor be delivered to the Office of the Secretary of State by close of business on the next business day after December 29, with no consideration given to late submissions.

Mandates parties file a memorandum outlining claims, defenses, legal authority, legislative precedent, proposed relief, and witness fees within four business days of record delivery; contestee not required to file responsive pleading.

Prohibits additional testimony or evidence beyond the initial record submitted, restricts parties from cross-examining witnesses (committee members conduct all examination), and limits arguments to named points in the Notice of Contest.

Bars contestee, contestor, and their counsel from ex parte communications with Idaho Legislature members regarding the contest's merits prior to final determination.
