Supports congressional designation of Craters of the Moon National Monument as Craters of the Moon National Park, limited to the original 54,000 acres, with the additional 646,000 acres remaining unchanged.

Requires guarantee that no future national monuments shall be designated within the 646,000 additional acres or in any adjacent counties, and prohibits federal restrictions on use of tarps during shipments on U.S. 20/26.

Demands transfer of 400 feet of land centered along U.S. 20/26 to Idaho's ownership both through the additional 646,000 acres and through the proposed national park boundaries to ensure unrestricted highway use for agricultural and commercial shipments.

Requires recognition and continuation of existing multiple uses including public access, grazing, hunting, trapping, camping, motorized vehicle use, and authorized aerial hunting by APHIS/USDA with no federal restrictions.

Notes national park designation has support from regional business communities and city and county governments in Blaine, Butte, Lincoln, Power, Bingham, Minidoka, Camas, and Bonneville counties.
