Amends Section 22, Article I of the Idaho Constitution to expand and clarify crime victims' rights in the criminal justice system.

Grants victims the right to be treated with fairness and dignity, receive timely notification of proceedings, be present at all criminal justice proceedings, confer with prosecution, and be heard at sentencing, parole, and release proceedings.

Establishes victims' right to refuse contact with the defendant or their representatives, receive copies of presentence reports, obtain reasonable protection from the accused, and receive full and timely restitution.

Extends the same rights to victims in juvenile proceedings where the offense would be a felony if committed by an adult, with access to social history reports determined by statute.

Submits the amendment to Idaho voters at the next general election with the question: "Shall Section 22, Article I, of the Constitution of the State of Idaho be amended to provide equal rights to victims of crime including the right to notification of court proceedings, reasonable protection from the accused, and a voice in the criminal justice process?"
