Proposes amendment to Idaho Constitution Section 22, Article I, to expand and clarify rights of crime victims in the criminal justice process.

Establishes 11 enumerated victim rights including fair treatment, timely case disposition, notification of proceedings, presence at proceedings, communication with prosecution, right to be heard, restitution, protection from the accused, and access to presentence reports.

Extends same rights to victims in juvenile proceedings where the offense would be a felony if committed by an adult, with access to social history reports to be determined by statute.

Clarifies that victims, their attorneys, or government representatives may assert and enforce victim rights in any trial, appellate, or other proceeding with jurisdiction over the case.

Specifies that the amendment cannot be used to dismiss cases, void guilty findings, or create causes of action for damages, and directs the Secretary of State to publish the amendment for voter consideration at the next general election.
