Proposes amendment to Idaho Constitution Section 22, Article I to expand crime victim rights in all criminal justice proceedings, including trial court, appellate, post-conviction, and parole proceedings.

Grants crime victims eleven specific rights including fair treatment, timely case disposition, notification of proceedings, presence at hearings, communication with prosecution, opportunity to be heard at sentencing, restitution, and protection from the accused.

Defines "crime victim" as any person or entity directly and proximately harmed by commission of a felony or misdemeanor involving physical injury, threatened physical injury, or sexual offense.

Clarifies that amendment cannot be used to dismiss cases, set aside guilty findings, grant appellate relief, or create cause of action for monetary damages against government entities.

Directs Legislative Council to prepare required statements and Secretary of State to publish the amendment and arguments for submission to voters at next general election.
