Adds Rule 54 to the Idaho Senate Rules governing procedures for election contests, to be read in conjunction with Chapter 21, Title 34, Idaho Code.

Requires all evidence and legal arguments from both the contestee and contestor be completed and delivered to the Secretary of State by December 29, with no extensions granted beyond that date.

Mandates parties file memorandums outlining claims, defenses, legal authority, legislative precedent, proposed relief, and witness fees within four business days of delivering records to the Secretary of State.

Prohibits parties from presenting additional testimony or records beyond what was initially filed, and restricts examination of witnesses to committee members only during hearings.

Bars the contestee and contestor from engaging in ex parte communications with senators regarding the election contest prior to final Senate determination.
