Allows licensed prescribers to authorize pharmacists to substitute a drug with another drug in the same therapeutic class if the prescriber indicates "therapeutic substitution allowed" or similar designation

Requires drug product substitution to be intended for formulary compliance with the patient's health insurance plan or to lower patient costs while maintaining safety

Requires patient opt-in and clear notification of differences between drug products, with the patient's right to refuse the substitution

Requires modification of prescriber's directions to allow equivalent drug amounts and notification to the original prescriber within five (5) business days of dispensing

Excludes biological products and narrow therapeutic index drugs from the substitution provisions
