Changes "dental office practice setting" terminology to "office practice setting" in definitions of direct and indirect supervision for dental assistants and hygienists.

Revises the definition of "Extended access oral health care program setting" to clarify it includes locations such as school districts, hospitals, medical offices, long-term care facilities, public health districts, tribal clinics, and federally qualified health centers.

Amends Section 54-904 to authorize dental hygienists to practice under general supervision in extended access oral health care programs when a supervising dentist has issued written orders and determined the treatment to be provided.

Updates Section 54-935 regarding volunteer's licenses to specify that services must be limited to "extended access oral health care program settings" rather than "extended access oral health care programs."

Changes terminology from "conscious moderate sedation" to "moderate sedation" in restrictions on general anesthesia and sedation administration for volunteer dentists and hygienists.
