Establishes the Idaho Roadless Rule Implementation Commission in the office of the governor to cooperate and advise on projects, plans, and policies affecting Idaho roadless areas as defined in 36 CFR 294.21

Commission shall enter into memoranda of understanding or agreements with the United States Forest Service to cooperate on activities subject to the Idaho roadless rule under 36 CFR 294, subpart C

Commission consists of 15 members appointed by the governor, selected from three categories: industry and resource users (timber, energy, minerals, grazing, recreation); environmental and conservation interests (environmental organizations, wildlife groups, dispersed recreation); and government and tribal representatives (state/county/local elected officials, American Indian tribes, public at large)

Members elect a chairman and vice chairman by majority vote, with a quorum consisting of a majority of commissioners

Commission meetings held semiannually or at other times as called by the chairman or majority of the commission
