Amends Idaho Code Section 42-221 to add a new fee category for applications to change only the legal description for the place of use or point of diversion under specified conditions.

Establishes a flat filing fee of $50.00 per water right for applications where there will be no physical change in location and no unauthorized physical changes inconsistent with the existing decree, license, or transfer.

Clarifies that this reduced fee applies only when changes are limited to legal descriptions without any actual relocation of the place of use or point of diversion.

Makes technical corrections to the statute, including changing "photo copies" to "photocopies" in the photocopy fee section.

Fees collected continue to be deposited in the water administration account to fund legal advertising, public notices, and department investigations and research.
