Amends Section 47-1314 to require placer or dredge exploration using motorized earth-moving equipment to notify the director by certified mail prior to or within 7 days of commencing operations, with notice subject to disclosure under Idaho Code chapter 1, title 74.

Defines placer or dredge mining operations as those causing cumulative surface disturbance exceeding one-half acre of land including roads, while disturbances under one-half acre must be restored to pre-operation conditions.

Amends Section 47-1506 to require operators conducting exploration operations using motorized earth-moving equipment to notify the board by certified mail in writing prior to or within 7 days of beginning operations, with notice subject to disclosure under Idaho Code chapter 1, title 74.

Notification for exploration operations must include operator name and address, operation location with starting and estimated completion dates, anticipated operation size, and general method of operation.

Makes technical corrections to Section 47-1506 regarding operating plan requirements for surface mining operations not subject to federal government operating plan requirements.
