Reorganizes county election records retention requirements into three categories: 5 years, 2 years, and 1 year retention periods based on record type.

Requires 5-year retention of voter registration cards for terminated electors, voter registration correspondence, election record and poll books, candidacy forms, precinct boundary maps, absentee voter lists, and county initiatives and petitions.

Requires 2-year retention of completed absentee ballot request forms, tally books, voted ballots, duplicated ballots, and certified candidate lists and ballot language from special districts.

Allows disposal of other election supplies including unused ballots, ballot identification stamps, receipts, and spoiled ballots 60 days after the deadline for requesting a recount or filing an election contest.

Establishes that the statewide voter registration database maintained by the secretary of state's office shall constitute the official register of electors, replacing individual county registration applications as the primary register.
