Increases the Idaho Immunization Assessment Board from nine to ten members appointed by the director, plus one ex officio member, with the director's representative designated as the eleventh member instead of tenth.

Adds requirement that one of the three business community representatives on the board must represent a private self-funded insurance plan.

Revises Section 41-6006 to clarify that the director shall impose interest on late or nonpayment of assessments at the rate provided by section 28-22-104(1), Idaho Code, and may impose other penalties as provided in title 41.

Extends the sunset date for Chapter 60, Title 41 provisions regarding the immunization assessment fund from July 1, 2019 to July 1, 2024.
