Allows the Idaho Sheep and Goat Health Board to assess goats on a per head basis by rule, rather than requiring the assessment rate to be comparable to wool assessments.

Maintains existing wool assessment authority at a maximum of 12 cents per pound on wool sold through commercial channels, with 2 cents designated as a wolf control assessment through June 30, 2019.

Removes the requirement that goat assessments must be comparable to wool assessments, giving the board independent authority to set goat assessment rates.

Preserves existing assessment collection procedures, including first purchaser reporting requirements, quarterly payment deadlines within 30 days, and penalties for late payment (5% first month, 1% for each subsequent month).

Maintains the "Idaho sheep and goat health account" as a continuing special account for board expenditures related to disease prevention, control, and predatory animal damage prevention.
