Prohibits state agencies that receive legislative appropriations from expending money to pay contract lobbyists.

Prohibits agency employees from communicating with legislators or the governor in their official capacity to influence passage, defeat, amendment, or postponement of legislative or executive actions.

Establishes exceptions allowing agency employees to explain administrative rules at direct request, testify before the joint finance and appropriations committee, explain legislation when testifying before a legislative committee, respond to questions about legislation, and allowing work by legislative services office members.

Does not affect existing provisions regarding lobbyist registration, reporting, and duties.

Includes severability clause providing that if any provision is declared invalid, the remaining portions remain in effect.
