Allows governmental entities to publish legal notices electronically on their official websites as an alternative to newspaper publication under Idaho Code section 60-106.

Establishes that electronically published legal notices have the same legal effect as newspaper-published notices.

Requires governmental entities to maintain a "Public Notices" tab on their homepage and keep a historical record of all postings with time and date information.

Mandates compliance with all advance notice requirements and Idaho Code section 74-204 regardless of publication method.

Does not require governmental entities to develop or maintain electronic publication capability if they choose not to.
