Adds Section 19-111 to Idaho Code establishing state government obligations to provide specified protections to crime victims.

Grants crime victims the right to fair treatment, timely case disposition, notification of proceedings, presence at public criminal proceedings, and the ability to confer with prosecution and be heard at sentencing and release hearings.

Entitles crime victims to fair and timely restitution, reasonable protection from the accused, opportunity to review presentence reports, and the right to refuse contact with the accused or their representatives.

Allows crime victims, their attorney, or the government attorney to assert and enforce victim protections, with requests to be acted upon promptly.

Clarifies the law does not supersede accused's federal constitutional rights, does not create civil liability for damages against the state or other entities, and does not limit previously conferred victim rights.
