Amends Section 59-1302, Idaho Code, to revise the definition of "employer" in the Public Employee Retirement System.

Adds restriction that effective on and after the passage of this act, all new employers added to the public employee retirement system must be in compliance with internal revenue regulations governing governmental retirement plans.

Prohibits new employees of governmental entities from being added to the public employee retirement system after the effective date of the act.

Declares an emergency, making the act effective upon passage and approval.
