Grants the director of the Department of Administration exclusive control over capitol mall properties and multi-agency facilities owned or leased by the state of Idaho, where not otherwise established by law.

Authorizes the Department of Administration to promulgate rules for use of capitol mall properties and parking facilities, with violations constituting infractions and the director having authority to sue to enjoin violations.

Specifies that proceeds from rental contracts exceeding $200,000 at fiscal year end shall be deposited to the permanent building account and accounted for separately for each property.

Removes reference to the State Building Authority in provisions governing multi-agency facilities and funding sources.

Exempts the garden level, first, third, and fourth floors of the state capitol building from Department of Administration control, which remain vested with the legislative branch.
