Reduces the residency requirement for obtaining hunting and fishing licenses from 6 months to 30 days of domicile in Idaho immediately preceding application.

Maintains requirement that applicants be legally registered to vote in Idaho, possess a valid Idaho driver's license or identification card, and either pay Idaho real property tax or report Idaho state income.

Preserves existing exceptions for Idaho residents temporarily absent for religious purposes (up to 2 years) or full-time education (up to 5 years), military service members, National Guard members, Job Corps enrollees, and foreign exchange students.

Retains definition that mere property ownership does not establish residency, and applicants cannot claim resident privileges in any other state or country.
