Amends Section 18-4009 to clarify justifiable homicide provisions, including when force is used in defense of habitation, property, or person against unlawful entry or violent felony attempts.

Creates Section 18-4009A establishing a presumption of reasonable fear of imminent danger when defensive force is used against unlawful and forcible entry into a dwelling, residence, occupied vehicle, or place of business or employment.

Establishes "stand your ground" provisions allowing persons not engaged in unlawful activity to use deadly force without duty to retreat when reasonably necessary to prevent death, great bodily harm, violent felony, or suppress riots.

Creates Section 18-4009B providing criminal immunity from prosecution for persons using justified force under self-defense laws, and requires the state to reimburse defendants for reasonable defense costs when acquitted by reason of self-defense.

Repeals Section 18-4010 relating to fear as insufficient justification and amends Section 55-403 regarding firearm confiscation and disposition procedures to exclude firearms from self-defense actions.
