Amends Section 54-4104, Idaho Code to define "appraisal review" as the act or process of developing and communicating an opinion about the quality of another appraiser's work performed as part of an appraisal or appraisal review assignment.

Excludes from the appraisal review definition general examinations of appraisals for grammatical, typographical, mathematical or administrative errors, and examinations for completeness or regulatory compliance that do not involve the appraiser's professional judgment.

Adds new Section 54-4105A requiring that any person performing an appraisal review must be licensed or certified by the Idaho Real Estate Appraiser Board or another state.

Requires that if a value opinion is provided as part of an appraisal review, the person must be licensed by the Idaho Board.

Exempts persons performing reviews that do not meet the definition of an appraisal review from licensure or certification requirements.
