House Bill 482 Summary

• Amends Idaho Code Section 54-5002 to revise exceptions to heating, ventilation, and air conditioning (HVAC) system certificate of competency requirements

• Expands the property owner exception to include both primary residences and duplexes (previously limited to single dwellings), allowing owners or contract purchasers to perform HVAC work on one or two family dwellings used for noncommercial purposes

• Requires property owners performing HVAC work to comply with applicable codes, standards, and rules for installation and repairs

• Modifies the employer maintenance exception to clarify that employers who regularly employ maintenance personnel may perform HVAC work on their premises, with all work required to comply with minimum codes and standards

• Maintains existing exceptions for farm buildings, logging/mining/construction camps, and modular buildings constructed in Idaho for out-of-state installation
