Removes subsection (k) from Section 67-5309, Idaho Code, which previously required rules concerning provisional appointments, eliminating the rulemaking authority for this appointment type.

Makes technical corrections to Section 67-5309 by changing references from "which" to "that" in multiple locations and correcting subsection lettering designations throughout the personnel system rules.

Updates Section 67-5316, Idaho Code, to correct a code reference in the appeal procedure section from "67-5309(nm)" to properly reference disciplinary dismissal, demotion, and suspension definitions.

Maintains all other existing rules governing the Division of Human Resources and Personnel Commission, including requirements for job classifications, merit-based examinations, probationary periods, service ratings, and employee discipline procedures.
