Authorizes the State Controller to lead a project modernizing Idaho's business information infrastructure, including financial, payroll, human capital management, budget and procurement systems, consolidating them into a centralized enterprise resource planning system.

Creates a Leadership Council consisting of the Governor, State Controller, Speaker of the House (or designee), and Senate President Pro Tempore (or designee) to oversee standardization of business practices and resolve significant project issues.

Authorizes the State Controller to create working committees and advisory boards as needed to achieve project goals.

Establishes the Business Information Infrastructure Fund in the state treasury, funded by indirect cost recovery moneys transferred annually through June 30, 2022, and continuously appropriated to the State Controller for system procurement and implementation.

Requires any unexpended moneys remaining in the fund after June 30, 2023, to revert to the general fund and declares the act an emergency measure effective upon passage and approval.
