Establishes a mastery-based education advisory commission with up to 10 members including legislative chairs, superintendent of public instruction, and representatives from the governor's office, state board of education, stakeholder associations, higher education institutions, business community, and education technology association to recommend policy changes for implementing mastery-based education in Idaho.

Creates the Idaho mastery education network composed of public school districts and charter schools to collaborate on transitioning to mastery-based education, advise the advisory commission, develop evidence-based recommendations, and provide network-wide resources including professional development and coaching.

Directs the state department of education to conduct statewide awareness campaigns, maintain the mastery education network, distribute funds directly to participating school districts and charter schools for curriculum, assessment systems, educator mentoring, professional development, and technology, and create a sustainability plan for statewide scaling within 5 years.

Allows public school districts and charter schools to implement mastery-based education independently at any time in specific schools, grade levels, or content areas, with eligibility for state-distributed funds contingent on participation in the Idaho mastery education network.

Requires annual reporting by the state department of education to the state board of education and legislative education committees by January 31 regarding progress toward implementing mastery-based education.
