Establishes the Quality Educator Loan Assistance Program administered by the State Board of Education to provide direct repayment of educational loans for eligible quality educators

Defines eligible educators as full-time, standard certificated instructional or pupil service employees in Idaho school districts or public charter schools working at schools experiencing critical quality educator shortages

Identifies schools impacted by critical shortages based on rural isolation and economic disadvantage (Title I, Part A eligibility), with the State Department of Education publishing an annual report listing eligible schools

Provides up to $3,000 per year in loan repayment assistance for up to 4 years to educators with at least $1,000 in unpaid federal educational loan debt, with program capacity set at 500 educators per year subject to available appropriations

Establishes a sunset date of July 1, 2023, with applications approved before that date honored as provided in the act
