Adds new Section 54-2225 to allow licensed physical therapists to perform dry needling if they complete minimum education and training requirements from an approved course by the Federation of State Boards of Physical Therapy or other nationally recognized accrediting body.

Grants the Idaho Physical Therapy Licensure Board authority to promulgate rules necessary to implement dry needling provisions.

Defines "dry needling" as a skilled intervention using a thin filiform needle to penetrate skin and stimulate neural, muscular and connective tissues for evaluation and management of neuromusculoskeletal conditions, pain and movement impairments.

Makes technical corrections to Section 54-2203 by renumbering definition subsections and clarifying capitalization of "Practice of physical therapy."
