Establishes Idaho Rotary International specialty license plates available to vehicle owners registered under Idaho law, except vehicles exceeding 26,000 pounds maximum gross weight.

Charges $35.00 initial fee and $25.00 annual renewal fee for plates, with $13.00 from each fee deposited in state highway account for program administration and remaining amounts distributed to Rotary foundations and charitable programs.

Requires funds generated from plate sales to be used solely for charitable efforts in Idaho, prohibiting use for club activities or administrative costs.

Allows plate transfer to another vehicle upon payment of transfer fees and receipt of new registration from the department.

Amends Section 49-402 to add 49-420P to the list of special plate programs subject to $35.00 initial and $25.00 annual program fees.
