Revises fine and forfeiture apportionment in Section 19-4705 to specify that violations involving off-highway vehicles and snowmobiles are allocated 10% to state treasurer, 86% of that to general fund, 14% to peace officers standards and training fund, and 90% to county or city general funds.

Establishes a nonresident off-highway vehicle (OHV) user certificate requirement effective January 1, 2019, charging $12.00 per certificate with $1.50 retained by vendors and remainder remitted to the department.

Creates Section 67-7131 authorizing voluntary donations of $3.00 or more to the motorbike recreation account when applicants apply directly to the department for off-highway vehicle certificates.

Transfers authority for adopting rules and regulations from the director to the park and recreation board for off-highway vehicle licensing, registration, noise abatement, and enforcement provisions.

Updates terminology and definitions throughout Chapter 71, Title 67 to use "off-highway vehicle" and "OHV" more consistently while maintaining separate provisions for snowmobiles and motorcycles used off public highways.
