• Requires all certificate of insurance forms to be filed with the director by or on behalf of an insurer before use, and prohibits alterations or modifications unless also filed with the director.

• Mandates each certificate contain a specific disclaimer stating it is issued for information only, confers no rights on the certificate holder, and does not alter the underlying policy's coverage, terms, exclusions, or conditions.

• Prohibits any person from knowingly preparing, issuing, or requesting certificates of insurance that contain false or misleading information or purport to alter, amend, or extend the actual insurance coverage.

• Clarifies that certificates of insurance cannot warrant policy compliance with contractual insurance requirements and may not reference contracts other than underlying insurance contracts.

• Establishes that violations are subject to administrative penalties as provided in section 41-117, Idaho Code, and exempts certificates issued under federal law or group master policies from the new requirements.
