Amends Idaho Code Section 31-1420 to authorize fire protection district boards to exchange real property for other real property of equivalent value as determined by the board, in addition to existing sale authority.

Real property must be appraised by a certified appraiser selected by the board before exchange or sale, and can be exchanged or sold at public or private sale to the highest bidder for cash at not less than appraised value after due notice.

If property cannot be sold for appraised value after reasonable efforts, the board may sell the property for adequate and valuable consideration as determined by the board.

Maintains existing procedures for notice requirements, including publication in a newspaper with general circulation in the district at least twice, with the first publication at least 15 days before the sale date.

Board retains authority to sell property on contracts up to 10 years with annual interest not exceeding 12% per annum, and may cancel contracts if purchasers fail to comply with terms.
