Amends Section 19-2914 to clarify that surety insurance companies, bail agents, and property bond posters may empower a "bail enforcement agent" to arrest defendants before bail exoneration.

Establishes eligibility requirements for bail enforcement agents, including minimum age of 21 years, U.S. citizenship or legal residency, no adjudication of mental incapacity or mental illness, and no fugitive status.

Requires bail enforcement agents to possess an affidavit of authority, defendant information with photograph, surety company details, and valid photographic identification during arrests.

Mandates that agents wear clearly marked jackets, shirts, or vests identifying them as "bail enforcement agents" during planned apprehensions and requires prior notice to the county sheriff; prohibits agents from misrepresenting themselves as peace officers or carrying weapons without legal compliance.

Establishes misdemeanor penalties of up to $1,000 fine for first violations and up to 6 months jail plus $2,000 fine for subsequent violations; requires bail agents to maintain appointment records.
