Defines "unmanned aircraft system" (UAS) as powered aerial vehicles without human operators that can fly autonomously or remotely, excluding model airplanes used for sport/recreation and UAS used for mapping or resource management.

Prohibits persons, entities, and state agencies from using UAS to conduct surveillance, gather evidence, or photograph/record specifically targeted persons or private property without consent or a warrant, except for emergency response, public safety, exigent circumstances, search and rescue, or controlled substance investigations.

Specifically prohibits UAS use to photograph individuals without written consent for purposes of publishing or publicly disseminating such photographs or recordings.

Grants civil cause of action to persons subject to prohibited conduct, allowing recovery of damages equal to the greater of $1,000 or actual and general damages, plus reasonable attorney's fees and litigation costs.

Permits facility owners holding valid easements, permits, licenses, or other occupancy rights on another's land to use UAS for aerial inspection of their facilities.
