Adds new Section 49-420P to Idaho Code to establish a pet friendly license plate program available to vehicle owners with vehicles under 26,000 pounds maximum gross weight.

Charges an initial fee of $35.00 for pet friendly plates and $25.00 for annual renewal, in addition to regular registration fees.

Distributes fee revenue with $13.00 from initial and renewal fees deposited in the state highway account for program administration, and $22.00 from initial fees and $12.00 from renewal fees deposited in the Idaho Humane Society's pet lovers fund.

Establishes a five-member committee appointed by the Idaho Humane Society board to disburse pet lovers fund money to provide spay and neuter services to low-income Idaho residents through licensed veterinarians, animal shelters, and nonprofit organizations.

Requires plate design and any slogan to be acceptable to the Idaho Humane Society and approved by the Idaho Transportation Department, with initial design costs paid by the Idaho Humane Society.
