Revises the safety restraint exemption for mail carriers to require they adhere to all vehicle regulations and safety practices of the United States Postal Service to qualify for the exemption.

Makes technical corrections to Section 49-673, Idaho Code by replacing gendered pronouns ("his") with neutral language ("the occupant's").

Maintains existing fine of $10.00 for safety restraint violations, with $5.00 apportioned to the catastrophic health care cost fund.

Preserves that safety restraint violations do not result in violation points or affect motor vehicle insurance rates for casualty insurers.

Retains requirement that law enforcement may only enforce this section as a secondary action when the vehicle operator has been detained for another suspected violation.
