Revises district board of health composition requirements: districts with fewer than 8 counties have 7 members; districts with 8 counties have 8-9 members, with each county commission able to appoint one member.

Requires all district board appointments be confirmed by majority vote of all county commissioners in the district and allows removal by the same process.

Establishes that each district board annually selects a chairman, vice-chairman, and trustee, with the trustee representing the board on the statewide board of trustees.

Limits the board of trustees' authority to developing and administering formulas for allocating legislative appropriations, with any adopted formula required to remain unchanged for at least 2 years unless an emergency is declared and the board votes unanimously to modify it.

Effective July 1, 2018, with a provision that if the new formula is legally challenged, the previous formula remains in effect until the challenge is resolved.
