Allows cemetery maintenance districts created from consolidation of two or more districts to operate with five commissioners instead of three, with commissioners potentially elected at large in districts with fewer than 150 registered electors.

Increases the budget threshold requiring a public hearing from $2,500 to $3,500 and requires budget notices to be published on the district's official website if one exists.

Establishes consolidation procedures allowing districts to merge if at least one has fewer than 150 registered electors and none are more than 10 miles apart, subject to voter ratification in an even-numbered year.

Applies section 63-802 Idaho Code property tax levy limits to consolidated districts based on the highest levy rate of the former districts in the year of consolidation, treating it as if one district annexed the others.

Requires county commissioners to divide consolidated districts into subdistricts as specified in the consolidation agreement, with subdistricts divided as equally as practicable by population, area, and mileage.
