Establishes legislative intent to reinforce Idaho's political and economic bond with Israel and oppose boycotts targeting Israel as tools of economic warfare.

Requires the Public Employee Retirement System (PERSI) board to identify and maintain an annual list of companies engaging in boycotts of Israel, report findings to the governor and legislature by February 1 each year, and include only companies that discriminate based on nationality, national origin, or religion.

Directs the State Treasurer to identify scrutinized companies in direct and indirect holdings, divest all direct holdings within three months of identification, post annual divestment lists on the treasurer's website, and promulgate rules for notice and removal procedures.

Prohibits the State of Idaho and political subdivisions from entering contracts with companies unless the contract includes written certification that the company is not currently engaged in, and will not engage in during the contract term, a boycott of Israel.

Defines "boycott of Israel" to exclude actions based on bona fide business reasons, nondiscriminatory boycotts of Israeli public entities, or actions authorized under federal law 50 U.S.C. 4607.
