Adds new Section 56-1003A to Idaho Code authorizing the Department of Health and Welfare to receive and disburse funds for family planning programs

Establishes a three-tier priority system for awarding family planning funds: (1) public entities including state, county, health district, and local community health clinics and federally qualified health centers; (2) nonpublic entities providing comprehensive primary and preventive care in addition to family planning; and (3) nonpublic entities providing only family planning services

Allows the legislature to override the priority system by directing fund distribution through appropriations acts

Requires the department to ensure family planning service funds are distributed in compliance with federal law in a manner that does not severely limit or eliminate access to services in any region of the state
