HB 573 - Campaign Finance Reporting Transparency

• Extends campaign finance reporting requirements to apply to local government elections in addition to state-level elections through unified definitions and filing procedures

• Requires all candidates and political committees to appoint a registered elector political treasurer before receiving contributions or making expenditures, with treasurer information certified to the secretary of state

• Establishes mandatory monthly campaign finance reporting of all contributions and expenditures, with contributions over $50 requiring full donor identification and special notice required within 48 hours for contributions of $1,000 or more received in the 15 days before elections

• Creates a centralized public database maintained by the secretary of state to consolidate all campaign finance filings for statewide, legislative, and local government races and measures, with county clerks assisting in enforcement for local elections

• Increases transparency requirements for independent expenditures and electioneering communications by requiring disclosure of top financial contributors, effective July 1, 2019
